Liberalism is a governance ideology. In contrast, Foucault presents neoliberalism as an approach that was followed in a series of market and government decisions, rather than as an ideology. These ideas, of liberalism and neoliberalism, were both explored in Michel Foucault ' s manuscript The Birth of Biopolitics (Foucault 1978-1979), in the eighteenth century English context for the former, and the twentieth century American context for the latter. For the purposes of this paper, the liberalism of eighteenth century England will be referred to as classical liberalism ' , and the neoliberalism of twentieth century United States will be referred to simply as neoliberalism ' . In a nuanced way, Foucault shows that one need not subscribe to the ideals of classical liberalism in order to follow a neoliberalist approach, and vice-versa. That is, while they may often result in similar decisions being taken, there is no inherent commonality between classical liberalism and neoliberalism; they are distinct and do not depend on each other. By examining what Foucault believed classical liberalism to be, what neoliberalism was, and by drawing the distinctions between the two, it will be demonstrated that the two labels do indeed refer to distinct approaches to governance. Classical Liberalism On the whole, classical liberalism is thought to be an ideology of how one ought to govern. It concerns itself with questioning whether government is governing too much, or too little, with a preference for a less intrusive government leading to a tendency to challenge more on the " too much " side. Indeed, classical liberalism is an exploration of the space devoid of an overbearing government, but practical insofar that it acknowledges the need for some governmental restriction. People must be free, but to discover a state in which freedom is an achievable goal for all, the actions of some must be restricted to a certain degree in the interest of the freedom of the many. There is, in the classical liberal state, a constant negotiation between freedom as a function of minimalist government intervention in the affairs of its citizens, and between a perception of danger that requires government to restrict every individual ' s freedom to the minimal extent required to ensure the greatest possible freedom for the greatest possible number of individuals. The function of government is thus to ensure and to limit freedom. That is, laws must be viewed in the context of enabling and limiting freedom. Further, the law ' s purpose is to give its citizens rights, or to give them or the state utility. A law that is freedom enabling usually is a law that bestows or protects people ' s rights, whereas a law that brings the citizen or the state utility is usually freedom limiting. The law ' s role can be seen as a trade-off between security and freedom. For example, an individual may desire to publish a b ook, and the right to do so is codified into freedom-giving law. In contrast, the state and the majority of people both have a vested interest in not having a book supporting the Holocaust in circulation because of the civil unrest and consequent loss of security it might bring, and thus the state restricts the rights of its citizens to publish such content in a freedom-limiting law that gives the utility of safety to the state. Similarly, one individual may desire to make use of another individual ' s creativity by copying a song; in order to enhance utility for both the state and the creator of the work of music and to encourage the production of creative works, the state may limit the use that an individual may make of the creator ' s work. Classical liberalism holds the dogma of Adam Smith to be true. Left to its own devices, the market will establish a natural price that will reflect the balance of supply and demand and will be optimal for society. As described b y Foucault, the invisible hand will guide the market, and in its glory, will allow for Europe as a whole to prosper: " this idea of progress, of a European progress, is a fundamental theme in liberalism " (ibid, at 54). Shelley started writing the story when she was eighteen, and the novel was published when she was twenty. The first edition was published anonymously in London in 1818. Shelley's name appears on the second edition, published in France in 1823. Shelley had travelled in the region of Geneva, where much of the story takes place, and the topics of galvanism and other similar occult ideas were themes of conversation among her companions, particularly her future husband, Percy Shelley. The storyline emerged from a dream. Mary, Percy, Lord Byron, and John Polidori decided to have a competition to see who could write the best horror story. After thinking for days about what her possible storyline could be, Shelley dreamt about a scientist who created life and was horrified by what he had made. She then wrote Frankenstein. Frankenstein is infused with some elements of the Gothic novel and the Romantic movement and is also considered to be one of the earliest examples of science fiction. Brian Aldiss has argued that it should be considered the first true science fiction story, because unlike in previous stories with fantastical elements resembling those of later science fiction, the central character "makes a deliberate decision" and "turns to modern experiments in the laboratory" to achieve fantastic results.[1] It has had a considerable influence across literature and popular culture and spawned a complete genre of horror stories, films, and plays. The Origin and Structure of our Universe Essay -- Physics Universe Spa

I suppose that the Universe we can observe and cognize consists of self-developing hierarchically co-subordinate and genetically relative systems of cosmic bodies. Each of the systems is distinguished by the qualitative state of substance composing its bodies but main evolution mechanisms are common to all the systems. What is common to all the systems? The central most massive body of every system is a parental body for its younger members. The central massive body of every system at intervals conceives in its interiors new cosmic bodies to put them into initial (circum-parental) orbits. In other words, the central body of every system stimulates newborn bodies to move under their own momentum (along a straight line) and to rotate about its axis due to its own gravitational attraction force. But the central gravitating body constantly and intensely loses its mass (photon and corpuscular). So, the orbits of newborn bodies are (must be) spiral-like rather than closed due to the law of universal gravitation. It means that newborn bodies move away from their parental body that is every system expands. It should be noted that every cosmic body is imponderable, i.e. it undergoes gravitational interaction with other bodies. What is the cause? The cause is that imponderability is provided by a certain orbital rate of the body controlled by the law of universal gravitation. The rate depends on radius of the body orbit relative to the system's central body: the more is the orbit radius, the less orbital rate the body needs to be imponderable. It can be seen from the motion of the Solar System's planets, satellites of giant planets and from the Earth's artificial satellites launched by man. The motion of both artificial satellites and cosmic bodies is governed by the same laws. I suppose that our Universe consists of hierarchically relative systems as follows: The first system: the Origin - the central gravitating body of our Universe, and its born nuclei of super-galaxies (the Origin is not considered in the present work). The second system: nuclei of super-galaxies and their born nuclei of galaxies. The third system: nuclei of galaxies and their born stars. The fourth system: stars and their born planets including giant planets, comets, meteorites. The fifth system: giant planets and their born satellites, comets, meteorites. One specific feat... ...ycles, regularity in variations of the Earth's biota and even its evolutionary orientation: from simple to complex, from protozoans unicells to man. In other words, the genetic code of the Earth is recorded in the congealed layers. Its deciphering will provide us with an insight into the past and the future of the Earth. In conclusion, a quick look at the future of the Earth as a planet. As it moves away from the Sun thus losing the supply of the Solar energy, the Earth will have to cool down. Its active geological processes will stop. The future of the Earth is the present of the Mars. But if my hypothesis is true, the future of the Earth is not so dismal. Penetrated beneath the lithosphere the man can be the owner of a huge bulk of treasures... as congealed layers of chemical elements. In other words, the humanity is provided by natural resourses. The problem is only how they can be extracted. Moreover, by defrosting elementary layers in the future, the humanity could revive the congealed Mars by regenerating its natural atmosphere and create conditions favourable for the existence. According to V.Vernadsky, the humanity will really become the geological and cosmic force.

My Trip

If I have a lot of money, I will spend it by travelling around the world in 10 days with my friends. The country that I plan visit is Australia,Japan,Canada, Singapore. The purpose of this trip is to enjoy and relax our mind. The first day,I wake up at 7 o’clock in the morning and meet my friend at the KLIA at 8 o’clock. Our flight will be depart at 11 o’clock. We took the plane for 9 hour and finally arrive at the Melbourne Airport, Australia at midnight. After that we search for the hotel that we have booked named Melbourne Hotel get some rest for the day. The next day we will go to state capital of New South Wales, Sydney. One of the famous place you have to visit in Sydney is the Sydney Opera House. There they got 1000 rooms, 300 corridors and hundreds of tales and secrets. The next day we’ll go to the Art Gallery of New South Wales. the Gallery is one of Australia's leading museums of art and a Sydney institution, with five levels presenting a diverse range of art. And that’s the end of the second day. The third day, we’ll take flight from Australia to Japan also for 9 hours. There we arrive at the Haneda Airport,Japan. After that we stayed at Hotel Metropolitan Tokyo. The third day, we’ll go to the Japan’s communications and observation tower,Tokyo Tower. The tower acts as a support structure for an antenna. Originally intended for television broadcasting, radio antennas were installed in 1961, but the tower is now used to broadcast signals for Japanese media outlets. The next day, we go to the Kaminari Gate in Asakusa, Tokyo. The Kaminari Gate was first built in 941 by Taira no Kinmasa a military commander. 2] It was originally located near Komagata, but it was reconstructed in its current location in 1635. The fifth day, we go to the Shinjuku for shopping because the Shinjuku is the center of this large district home to many malls, stores, restaurants. The sixth day, we’ll take flight from Japan to Canada for 10 hours and 50 mins. We arrive at the Montreal-Pierre Elliott Trudeau International Airport, Canada. We stayed at the Le Petit Hotel, Motreal and rest for the day. The next day, we’ll go to the Basilique Notre-Dame. This Catholic church has a stunning medieval-style interior that features walnut-wood arvings, exquisite stained-glass windows, 24-carat gold stars in a vaulted blue ceiling, as well as one of the largest Casavant organs in North America. The next day, we’ll go to the Mont (Mount) Royal. This 764-foot mountain provides excellent view of the city and is a popular recreation spot. The ninth day, we’ll take flight to Canada to Singapore about 16 hours and 30 mins. We stayed at the Marina Bay Sands. The next day we go to the Merlion Park. Merlion is a mythical creature with the head of a lion and the body of a fish, used as a mascot and national personification of Singapore. And the next day me go back to Malaysia

A grotesque discovery

The shift seemed to drag on that night, my coffee had gone stale and there was nothing to amuse me apart from a meagre cluster of people who liked to congregate outside the doors, for light I assumed. Unnoticed to anyone but me the lady of the night cascaded her lean body down the grand staircase towards my direction. Dressed in a crumpled black garment and scuffed well worn shoes she fluttered her weary eyes and began to smile as she got closer. I tried to speak as little as possible to her as I didn't want to get a reputation speaking to scarlet women. Justifying her reasons for being in the hotel I nodded my head gave her a sympathetic look back. She mentioned that I should go and check the room that she had attended and then proudly began to make her way to the door, drained yet glad to be leaving the hotel doors. I decided to take the lady's advice and made my way up the never ending staircase to the fifth floor. Out of breath and now very thirsty I approached the door with its shinny handle apprehensive as to what was waiting for me. I twisted the door handle and commenced into the room. The first thing that hit me was the smell. Fragrances of men's aftershave and women's cheap perfume mixed with stale smoke and sweat. The room was obscure; the lighting was nothing but a tiny ray of light beaming through a small parting in the curtain. My hand slid up the wall to find the switch I turned it on but to my amazement there wasn't as much mess as what I had anticipated. The bed sheets where still warm and looked like they had been slept in or maybe something more. As my eyes made there way round the room I noticed the various cups and saucers, beer cans, half empty wine bottles, cigarette butts and discarded food on trays. These people had no regard for what state they kept the room in as long as they were having a good time. I looked down at my feet only to find numerous stains, food trodden into the carpet and ash scattered throughout. There were draws half open with abandoned socks crumpled up and left; the wardrobe door fully open but bare with only a scatter of coat hangers on the rail. My attention was distracted from the sate of the room by the persistent drip of water I herd coming from the bath room. On entry the bath room smelt clean and fresh with citrus smells in the air, the taps where still shining and had there bright silver ping. The floor was wet and wasn't getting any dryer, a simple toilet blockage was all that was wrong with the room, or at least I thought. I strolled back into the bedroom where the dirty smell hit me again and grabbed a discarded coat hanger and made my way back into the bathroom. I placed one of the crisp white towels down onto the floor so I could kneel and bent the coat hanger into a hook shape and placed the bin bag on my hand so I could unblock the toilet. At first nothing but the feeling of cold water and plastic against my bare skin, then I felt that I had burst something soft. To my amazement what looked like blood started to disperse from the bottom of the toilet, the smell of iron soon filled my nostrils; it was definitely blood. My heart raced and I started to sweat and panic what could it have been I asked my self. Nothing could have prepared me for what I pulled out of the toilet, A Human Heart! I lifted it up and took a good glance at it making sure that I wasn't seeing things. It didn't look as though it had been there for very long as it was still a peachy colour. A joke maybe, I was half expecting hear a laugh from behind me but none came. I stood up still with the thing in my hand, my stomach churned and my hands jerked. I took a nervous glance around bathroom, at this point the bathroom didn't look so clean, and I didn't feel it either. I paced to the main door passing through the various smells and ruffled bed sheets to take a look out of door into the hall way, it was clear so I ran. I panicked, what was I doing? A stocky black man holding a human heart in a plastic bag running with a guilty look; didn't look so good in my eyes. Thoughts where racing through my head, who's heart was this and why was it there. I felt as though my own heart was in my mouth, I could almost hear the thud echo in the elevator. Someone had been killed and there must be a body around some where. I walked through to the staff rooms to tell my manager of my discovery. Slickly dresses with a sharp suit and smile he greeted me and sat me down in the office. I began to tell him what I had found; I wiped the nervous sweat off my forehead and tried to relax so that he could understand what I was trying to say. It was strange but he had no reaction on his face and all that he could mutter to me was â€Å"what goes on in a hotel rooms, stays in a hotel room† like this was a regular occurrence. I stopped to think for a moment but demanded that legal action should be take, my mangers slick smile soon turn into a cold look, knowing full well I was an illegal immigrant he dialled 999 and passed the phone over to me, expecting me to say what I had discovered. I didn't want to risk my life and get sent back to my own country for the sake of this so I put the phone down and he knew that I would do this. I leaped out of my seat in rage my height towering over him but his weight over shadowing me. His eyes met mine and he raised one eyebrow as though he was slightly amused by my actions. I was in a rampage and chucked is prized mangers desk with his tacky photo frame and souvenirs to the other end of the room, I soon got his full attention. I felt his clammy hands around my neck, stubby, fingers stabbing into my cheek and the words how dare you ringing in my ear. I tired to shove him off me but his over sized gut was restraining me. I felt his harsh breath on ma face as he spoke. He knew full well of my situation in this country and could think of nothing better to say than â€Å"I could have you deported for this!† His sweaty double chinned face was all I could see as I didn't want to make eye contact with his beady eyes. I straighten my suit out as did he when he backed away. He picked the bag up with the heart visible through it and chucked it down bin shoot like it was an ordinary piece of rubbish . My heart sank and I felt like I had failed the non existent person and that I had done wrong in the eyes of the law. If I was to stay in this country I would have to keep the guilt of a death on my shoulders and live a silenced life, but that's the price I will have to pay. I came to England thinking I was going to be starting a better life, but its not going as well as I'd anticipated. His smoke stained teeth grinned as I was inhaling second hand smoke from the fumes of his cheap cigar. â€Å"You no where there door his†, his face so close to mine I could see the trickles of sweat on fore head. He had shoved me out of his office like he shoved the heart down that shoot, relentlessly. He obviously didn't care as long as his greed for power and money was being met and nothing bad was bothering him. I pondered for a moment thinking what I should do next, but what could I do? My voice is not meant to be heard.

4G Technology An Analysis 4G refers to the Fourth Generation of cellular wireless standards in telecommunications that will succeed it predecessors 3G 2G. It is a high-speed broadband wireless network that offered comprehensive & secure all IP based services. According to the ITU, requirements for 4G standards were specified by IMT-Advanced (International Mobile Telecommunication-Advanced). The data rates of 4G service for high mobility communication was set to 100 Mbps and low mobility communication was set to 1 Gbps. It focuses on cellular system with extremely high data rates & the concept of seamless technology in all wireless systems. Carriers that are using OFDM (Orthogonal Frequency-Division Multiplexing) as an alternative to TDMA and CDMA are promoting their services as 4G even though their data rates are not high according to the ITU. 4G outdoor users that have Internet access through cell phones or smart phones were promised to have a targeted data speed of around 100 Mbps by the IMT-Advanced and t he data speed for indoor users such as LAN (Local Area Network) was suppose to be around 1Gbps. This type of higher speed for both fixed and mobile Internet users is truly amazing. 4G proposes scalable channel bandwidth flexibility of up to 40 MHz. The network resources are dynamically utilized & shared to sustain more simultaneous users over each call. 4G also has the ability to propose high QoS (Quality of Service) for multimedia support and offer smooth handover heterogeneous networks. It must also have the ability to offer wireless LAN roaming & interact with systems used for video broadcasting. Figure 5: Seamless Connection of Networks in 4G [5]. The 4G architecture comprises of 3 crucial areas of connectivity namely PAN (Personal Area Network) WAN (Wide Area Network Cellular Connectivity Each device will have the ability to interact with the Internet based information that is modified over the network used by the device at that time. This structure can support a wide r ange of 4G mobile devices that sustain global roaming. In 4G networks users that join the network have the ability to add mobile routers to the infrastructure. Changing user patterns can be accommodated by dynamically shifting network capacity & coverage. Creating additional routes as the concentration of people is higher in one area compared to the other enables additional access to the capacity of the network. Users can easily avoid congested routes by hoping to the less congested routes. This allows the network to automatically balance the capacity by increasing the network utilization. The service for all the users improve with the increase in number of users. Need for 4G One of the questions that come to mind when thinking about future 4G systems is there need. The first application to be mobilized was voice telephony, few years ago. The short message service (SMS) was the first application to be introduced as a mass-market application. The hardware complexity was not an issue at the given time along with the advantage of small bandwidth requirements. The SMS was just the commencement of various data services like mobile email, web browsing etc. The key feature in most of them was the packet based wireless networks carrying IP data in one hand and powerful terminals that could cope with these applications on the other. Although the network capacity is still not an issue due to less number of users, there are number of reasons for increased bandwidth requirements in the future. First, the number of wireless users increases exponentially resulting into an increase in bandwidth requirement. Second, the popularity of video and music downloads has increased immensely within few years. The information content in a video or music is more than the corresponding text but so is the capacity requirement. Last but not the least, mobile social networks have taken the current internet usage to a much higher level. Picture viewing sites, web blogs and also video sharing sites have reshaped the internet.
